In response to new state legislation (HB 1481) recently signed into law, Henderson ISD will be implementing changes to how student cell phones and other personal electronic devices are used during the school day this fall.
The law requires school districts to adopt policies prohibiting student use of personal devices—including cell phones, smart watches, and tablets—during instructional time. Students will continue to have access to district-provided devices for instructional use, supporting their learning without the need for personal electronics. While we are still finalizing the specific details of the policy, families should be aware that new rules will take effect at the start of the 2025–2026 school year.
As required by state law, exceptions will be made only for documented medical or accessibility needs. For example, the law permits limited use of personal devices in certain circumstances, such as:
When required by a student’s IEP or 504 plan,
With a medical directive from a licensed physician (M.D. or D.O.), or
As part of health and safety protocols mandated by law or district procedures.
All requests for exceptions will be reviewed on a case-by-case basis by the appropriate administrative and professional teams.
